There are 4 critical reasons to vote not to approve the State Policies and Projects (Macquarie Point Precinct) Order 2025.
- The TPC’s integrated assessment of the project clearly recommended against the approval, after a lengthy examination of expert advice and community representations. This included large numbers of expert reports presented by MPDC. It is proper for the Upper House to respect the advice of an independent, expert panel, even if the government is unable to do that. The TPC was unequivocal; it resoundingly rejected the project on planning grounds.
- The TPC panel also rejected the proposal on the basis of its Benefit Cost Ratio of less than .50. The state’s financial position is catastrophic. Tasmania is deeply in debt, already facing very significant interest payments. Our credit rating is in jeopardy. Paying for a stadium from borrowings will only make the position diabolically worse. Expert advice is that, on an economic basis, the State should halt spending on infrastructure projects until the budget debt is under control.
- For the entire debate over the stadium over 2 ½ years, the government has maintained there will be no Teams without a stadium. This is a bluff. The fact is, the government and the AFL will find a way to deliver the Teams. After all, Tasmania already has a stadium at York Park and a stadium in Bellerive. Refusal of the Macquarie Point stadium will not deny a place for AFL games to be played. Tasmanian teams can enter the competitions in 2028 without any obstacles. They already plan to play initial games at York Park and Bellerive.
- Approving this project is giving a blank cheque for construction costs. The final costs will not and cannot be known until contracts are signed in mid-late 2026. First mooted as a $750M project in May 2023, it is now a $1.13B project, an increase of close to 50% on the original cost. With interest, the cost will be closer to $2.2B. And, of course, there are many costs excluded from the current claimed total, such as the northern access road, the underground car park. And, given past performance, these cost estimates are understated and out of date.
